川普聯大演說警告北韓不讓步將被徹底摧毀

美國總統川普 (Donald Trump) 周二 (19 日) 首次以美國總統身分出席聯合國大會周年會議並上台演說，特別點名抨擊北韓和伊朗兩個「流氓國家」。他對北韓發出嚴厲警告，指平壤若不在目前的核子僵局中退讓，美國將被逼把北韓「徹底摧毀」。川普並嘲諷北韓領袖金正恩，指「火箭人」金正恩猶如在進行「自殺任務」。

綜合星島日報、香港文匯報、明報報導，川普昨日在聯合國大會上發言時重點談到「來自流氓國家的威脅」，期間點名批評北韓和伊朗。他抨擊平壤，指其不顧聯合國反對持續進行核試及導彈試射，是個「墮落的政權」。他並對北韓政府發出歷來最嚴厲的警告：「美國具有強大的實力和高度耐性，但若被逼要捍衞自身或盟友，我們將在無可選擇下將北韓徹底摧毀。」

川普並再次以「火箭人」(Rocket Man) 的稱呼來嘲諷金正恩，指他猶如在進行「自殺任務」。川普在赴聯大演說前，就已在 twitter 稱金正恩是「火箭人」。

川普並批評伊朗是「流氓國家」、「腐敗的獨裁政權」、「出口暴力」。他呼籲伊朗政府停止支持恐怖主義，且再次批評前朝歐巴馬時代與伊朗達成的核子協議，指該協議「令人難堪」。

他周一預告世界「很快見到」美國是否退出伊朗核協定。他要在 10 月 15 日前，告訴國會美國會否繼續確認遵守跟伊朗簽署的國際協定 (按要求，每隔 90 天須得總統確認一次)。伊朗總統魯哈尼警告，川普若廢約，美國將付「高昂代價」。

川普刻意凸顯北韓和伊朗，令人想起前總統布希於 2002 年發表國情咨文時，曾把北韓、伊朗和伊拉克列作「邪惡軸心國」。一年後，布希便以伊拉克發展大殺傷力武器為由，出兵伊拉克及推翻當時的海珊政權，但最終找不到任何大殺傷力武器。

川普在會上還鼓動國際合作對付「激進伊斯蘭恐怖主義」。他另有抨擊古巴、委內瑞拉，說美國對馬杜羅政權「準備採取行動」。

川普首次踏上聯大講台，全場 41 分 20 秒的演說中，他開始先吹噓上任以來美國取得的「成就」，例如股市連創新高，美軍將變成「史上最強」，之後闡述自己的外交理念。他強調美國雖然會繼續是「世界的好朋友」，但今後絕不再容許他國予取予求。

川普聲言，美國不會期望其他國家有共同傳統或政府體制，但國與國之間必須尊重對方人民及「每個主權國家的權利」，國際社會必須拒絕侵犯主權的行為。他並推銷自己的「有原則現實主義」哲學，聲言任何行動必須依照結果而非意識形態而行。

川普亦提到要改革聯合國，控訴美國對聯合國的財政負擔「不公平」，又猛烈炮轟聯合國人權事務委員會，指委員會被個別侵犯人權的國家把持。

川普周一首次拜訪紐約市中心聯合國總部大樓時，敦促聯合國進行「真正大膽的改革」，消除官僚主義及管理不善的情況，藉以令聯合國成為推動世界和平的更大力量。他謂：「雖然聯合國自 2000 年以來財政預算增加了 140%，工作人員劇增逾一倍，但因為官僚主義及管理不善，聯合國近年發揮不到最大潛力。」

一年一度的聯合國大會昨日迎來重頭戲，即為期一周的一般性辯論，將有百多位政府首腦或高級代表登台亮相，其中以川普最矚目。
